No matter what some persons may say within this House or out of it about our country being an eleemosynary institution and the asylum of liberty. the soul of this legislation is thoroughly American. Its basic principle is founded entirely upon selfpreservation. unstained by a single ungenerous or ignoble impulse. The old law relative to Chinese exclusion is about to expire by inherent limitation. Since its enactment material changes have taken place in the evolution of American greatness. Since that time we have seen the flag rise resplendent over Hawaii. and then we saw it sadly fall under Grover Cleveland. leaving those bright. warm isles. the lonely derelict of a summer sea.
