There are people who think it is to their interest to secure the cheapest possible labor. and they do not care whether those laborers be white men or black men or yellow men. provided they will work very cheaply. and especially if they will be obedient to all the demands that are put upon them. That is the case. probably. with all Chinamen. I have no doubt that there are newspapers over there that will decry every effort that may be made on the part of the Government to keep this immigration within the lines of the treaty and the statutes. because they will be glad to see them both wiped off the statute book and to see the ports of the United Statesopen to all the Chinamen who may wish to come.
