Why. the Philippine Commission said that the Spaniards got tired of the Chinese once in the Philippine Islands. ran amuck on them and killed about 30.000 of them. Then they softened down the regulation and declared that Christian Chinese should be permitted to stay in the Philippine Islands. The result of it was. as the veracious chronicler says. that when the day of deportation came a very large majority of them had already embraced Christianity. and nearly all the rest were seriously considering the mysteries of the faith. I know that the provisions of this bill seem cruel. I understand perfectly well that they seem to run counter to everything that we have ever advocated or ever offered to the world. but. in my judgment. they are absolutely necessary to secure the desired end.
