The bill is. in a word. as so well stated by Mr. Edward J. Livermash. one of the California commissioners. in his able argument before the Committee on Immigrationvirtually a codification of the existing law on the subjectmatter to which t relates. except in so far as it liberalizes present law and regulations concern ing Chinese persons who are not laborers. and in so far as it is intended to prohibit movements of Chinese persons and persons of Chinese descent from he Philippine Islands to Hawaii and the Americanmainland territory of the United States. There is included in this bill all that is believed to be applicable and best and which may with propriety be embodied in a statute of the provisions found in the acts of Congress of 1882. 1884.1888. 1892. and 1893. and of our treaty with China of December 8.1894. Also numerous provisions. embodying settled principles and adjudications in existing Treasury rules and regulations. opinions of the AttorneyGeneral. and decisions of the courts.
