Chairman. on page 58 of this bill I find a provision which I intend to take as a text for a few remarks. which I will make as broad and philosophical as I can. concerning its general significance and concerning the general significance of conditions of the sort sought to be met by it throughout the world. This provision is for the enforcement of the Chineseexclusion act. Enforcement of the Chinese exclusion act: To prevent unlawful entry of Chinese into the United States. by the appointment of suitable officers to enforce the laws in relation thereto. and for expenses of returning to China all Chinese persons found to be unlawfully in the United States. including the cost of imprisonment and actual expense of conveyance of Chinese persons to the frontier or seaboard for deportation. $200.000. of which sum $1.000 per annum shall be paid to the collector of customs at Port Townsend as additional compensation and $1000 per annum shall be paid to the CommissionerGeneral of Immigration as additional compensation. As aa American citizen. as a Democrat. as a student of ethnology. I am emphatically in favor of that provision.
