Cuba needs immigrants. but more than immigrants she needs capital. and. in my judgment. we have not only no moral right to interpose a bar to capital going there. but we should take down a few of the bars that already exist. and to that extent help on the day that will see Cuba a prosperous country. regulated and controlled by its own "stable and independent" government. REBATES. The most effective way to remove some of the bars and to bring the now needed relief. and. in my judgment. the only way. is by a reduction in our duties.
