The duties of the Cutter Service are briefly as follows. viz: To prevent smuggling (a manofwar can also arrest a smuggler). / To cooperate with the Navy when the President may so direct. Upon order of the President. to cruise upon the coast in severe weather and afford aid to distressed mariners. and to aid vessels in distress on the Great Lakes. To assist in enforcing the neutrality laws. To suppress piracy and the slave trade. To prevent the introduction of "coolies" into the United States by way of sea. To prevent the depredation of the United States timber reserves. To assist the United States and local State authorities in the enforcement of the port quarantine regulations.
