I want to call the attention of the House to this pertinent fact: That under the placermining law there is no prohibition against the location and operation of a mine by a man who is not a citizen of the United States. The law only prohibits a noncitizen from acquiring title. Under this law there is no requirement that any man who works lands under the placer claim shall acquire title. As long as he performs $100 worth of work a year on a particular tract which he locates he may never acquire title. and he may work it indefinitely without ever paying the Government anything. and this is true although he may get his information as to the mineral from the Government survey.
