This happy condition of affairs has been brought about. first. by the goodness of Almighty God. and. second. by the institutions of government under which we have lived since 1776. The Declaration of Independence and the Constitution of the United States. adhered to by our forefathers. have made this a great country and a happy and prosperous people. Because of our free institutions millions of people have come to us from other lands. and the tide of immigration is continuing to flow toward our shores. Up to the time of the passage of the bill for the government of Porto Rico this Government had taken no step which could be called a departure from those policies and principles which have guided and governed our statesmen during the past one hundred and twentyfour years. The question of the Philippine Islands was then and still is unsettled.
