Here is an address to our consul. Mr. Pratt. by the Filipinos resident in Singapore. dated June 8. 1898: Our countrymen at home and those of us residing here. refugees from Spanish misrule and tyranny in our beloved native land. hope that the United States. your nation. persevering in its humane policy. will efficaciously second the programme arranged between you. sir. and General Agninaldo in this port of Singapore. and secure to us our independence under the protection of the United States. On page 352 we find Consul Pratt replying to the above address. and in that reply he says: I am thankful to have been the means. though merely the accidental means. of bringing about the arrangement between General Aguinaldo and Admiral Dewey. which has resulted so happily. I can only hope that the eventual outcome will be all that can be desired for the happiness and welfare of the Filipinos.
