I do not think it makes so much difference whether the Assistant Secretary of the Treasury or the CommissionerGeneral of Immigration shall prescribe the rulds by which the Chineseexclusion act shall be enforced. I think the vital question here is whether we are to nullify by this provision the Chineseexclusion act entirely and indirectly repeal it. for that is the legal effect in my judgment. of the adoption of this amendment of the committee. In another place a bill is pending. and is being pressed very strongly. for the repeal entirely of the Chineseexclusion act. At the present time a number of important railroad companies are bringing into the United States Japanese contract laborers by the thousands. bringing them into the mountain States. the Pacific coast States. It is quite evident that a spirit is abroad in some circles to entirely nullify the Chineseexclusion act and all its amendments and provisions and to permit this country to become flooded with a horde of people who are alien in religion. in spirit. and in purpose to our population. I submit that this is rather a novel thing. at least for a legislative body. by subsequent enactment to authorize some executive officer to prescribe rules and regulations for the enforcement of a statute.
