This is new legislation in this bill changing the law respecting the person who shall deal with the immigration of Chinese and alien contract laborers. The Committee on Appropriations hesitated somewhat respecting its duty regarding this hgislation. The Senator from Massachusetts [Mr. LODGEJ called my attention to the amendment he now proposes. At first it did not seem to me to be objectionable. and I do not know that it will materially change the situation. but this is a very important question. The rules and regulations. it seems to me. should be made by a responsible officer of the Government having charge of this important branch of the service. and not by a subordinate.
