President. that the Constitution furnishes a multiplicity of evidence that the chief concern of those who framed it was to create a national government with adequate powers. safeguarding by proper limitation and reservation the sovereignty and interests of the States. I am running hastily over this subject. partly because of the time taken by interruptions. but I beg leave to refer in a cursory way to some of the provisions of the Constitution which show how much in the thought of the framers of that instrument were the States and how little in their thought was the Territory and the people living upon the same. Congress was given power to establish an uniform rule of naturalization and uniform laws on the subject of bankruptcy "throughout the United States." The first bankruptcy law which was enacted in the exercise of this power did not extend to Territories at all. Would the Supreme Court hold invalid a bankruptcy law limited in its operation to the States? The words "throughout the United States" are used three times in the Constitutiononce in connection with the bankruptcy provision which I have just read. again in section 8.
