The question of holding those islands is not under consideration. We have acquired them by a treaty -to which the Senate wasa party. and my friend -from SouthCarolina. if he did not vote for the ratification of that treaty. was present and had an opportunity to give expression to his views. Those islands belong to the United States as imuch as Alaska or California or any State in the Union. but whether we are to give them away is a question for future legislation. They belong to us -now. Is it right for thatcheap labor. that peon. contract labor. to come into competition with American labor?
