It is absolutely inconsistent now. This bill does not recognize the right of selfgovernment in Puerto Rico. which I believe the American people will insist that we shall yield to those people at least. Whatever may be the question about the Asiatic possessions. there is none but that we can extend to these people the right to take care of themselves. They can take care of themselves. I send to the desk and ask to have read what I intend to offer at the proper time as an additional section. and if it shall be adopted it will settle what the policy is to be.
