In Hawaii sugar is raised by a system of contract labor amounting to slavery. and yet we give to his 300.000 tons of sugar a free American market. and while on this 60.000 tons of Puerto Rico sugar we impose a duty under this bill. [Renewed applause.] Tell me. if you can explain it. how the people of Puerto Rico are to be satisfied?
