I am not indulging in the light and trivial question of whether some Hottentot. literally speaking. may be in Wisconsin. Rhode Island. or Nebraska. Now. what restrictions have you put upon immigration?.. Nothing at all. All the ragtag and bobtail elements of the world can go there. -2389
