The theory of the gentleman from Pennsylvania and of his associates is that we must either abandon our "priceless principles" or abandon our new possessions. and that is the issue which is now presented to this House. We can not fail to regard this bill. Mr. Chairman. in the light of the frank forewarning given us by the late head of the Philippine Commission. that this new policy premeditates a deliberate assault on the Constitution and a revolution in the character and principles of our Government. The chairman of the Ways and Means Committee. the distinguished gentleman from New York . wants this bill as a precedent because he is alarmed at the prospiect of free trade with the pauper labor of the Philippine Islands.
