Chairman. this is useless talk. The American people will never consent to this. and no man dare advocate it. No star will ever be added to our flag representing an Asiatic race. This proposition being out of the way. we are compelled to hold them as vassals and subjects. to be governed by us by force. or else we must liberate them upon such terms as will be fair to the United States and just to them. And if this Government undertakes to pursue the course of domination and subjugation followed by the European powers. it will be in total disregard of the policies heretofore pursued by this nation and in violation or its Constitution and laws.
