Our Government. it is clear. can get no advantage. there will be nothing but expense. We can never divert any portion of the revenue of a subject country into our Treasury. that is a system which England herself has long since abandoned. Assuming that the islands will pay their own expenses we will then have the responsibility without profit. Who. then. will profit? Perhaps the carriers of goods and of immigrants. perhaps those who go there to exploit the cheap labor of the country. How will they exploit it? Simply by raising products in that country with cheap labor that we raise in this country with expensive labor.
