That the municipal legislation of the Hawaiian Islands. not enacted for the fulfillment of the treaties thus extinguished. and not inconsistent with the annexation resolution. and not contrary to the Constitution of the United States. nor to any existing treaty of the United States. should remain in force until the Congress of the United States should otherwise determine. 7. That the Hawaiian customs laws should remain in force until superseded by tariff legislation enacted by the Congress of the United States. 8. That the public debt of the Republic of Hawaii to the amount of $4. 000.000. including amounts due to depositors in the Hawaiian Postal Savings Bank. should be assumed by the Government of the United States. 9. That there should be no further immigration into the Hawaiian Islands except under the laws of the United States. and that no Chinese should be allowed to enter the United States from the Hawaiian Islands.
