In addition to all of this. another bond issue looms up as one of the probabilities of the near future. All this in a time of socalled "general prosperity." If only those able to bear the increased tax could be reached. it would be less objectionable. but. as a matter of fact. this class escapes this taxation to a large extent. as no income tax is allowable under present conditions.
