The reasons are many. some of them partly sonnd and others purely the result of imitation. England and Germany have for a long time been vexed with the problem of a superabundant population. England has gone so -far. at different times. as to actually assist immigration to the United States and other parts of the world. France has been led into the same policy on the theory of finding new markets. but those who have studied the problem maturely believe that France has not gained and will not gain anything of solid value from her experiment. Besides. these countries are not selfsustaining.
