So much for the language of the Constitution. There is a principle of international law which applies to its construction. It is true that Congress may enact a uniform system of naturalization for foreigners. but there is no method of naturalizing one who owes allegiance to the country. and who by a priori act has been made a citizen. By international law. well known. interpreted by our courts. fixed and settled. the annexation of the territory is what is called a collective naturalization of its people. It puts them within the jurisdiction of the United States. I will read on that subject the opinion of a distinguished jurist whose legal opinions have always been greatly respected not only in this Hall. but throughout the country.
