If it is possible to do that. Mr. President. is it not also possible for us to say to the inhabitants of a State. "You may not emigrate to a Territory?" If we may do that. we may forbid those people from passing from one island to another. and if we may do that. we may forbid them visiting their neighbors house. and if we can do that. not as a punishment for any crime of which they have been duly convicted. may we not throw them down into that Spanish dungeon described by Senators. there to await the incoming tide to end their troubles and put them beyond the reach of American tyranny? Mr. President. what do we want the Philippine Islands for?
