I want to cite Pomeroys Constitutional Law. page 81. Millers Lectures on the Constitution. pages 36 and 57. and out of the multitude of cases in which this doctrine has been proclaimed by the Supreme Court of the United States. I wish to cite merely the utterance of Judge Gray in the Chinese exclusion case in 149 United States. page 711: The United States are a sovereign and independent nation and are vested by the Constitution with the entire control of international relations and with all the powers of government necessary to maintain that control and to make it effective. The only government of this country which other nations recognize or treat with is the Government of the Union and the only American flag that is known throughout the world is the flag of the United States. This doctrine was denied by Hayne.
