I believe that we have enough of the black and colored races in the United States now. I believe if by prudence and wisdom and temperance and justice we can solve the problem which is presented for solution to the people living in my section. we shall indeed be a fortunate people. I believe it will be dangerous in the extreme to incorporate into our body politic any more of the elements of the Mongolian or the Hamitic races. I believe that their presence in the South has been a strain upon our institutions. which. but for their elasticity and strength and power and the sobriety and judgment of the people. might have occasioned some very serious inroads in our republican institutions. Itherefore deprecate. Mr. President. the incorporation of these Asiatics. Japanese. and Kauakas into the body politic of the United States. It is impossible to hold them absolutely in tutelage. it is impossible to hold them forever under the contractlabor system. which now prevails in Hawaii. which is but little better than slavery.
