We have had to resort to every means and every method to prevent the ascendency of that race in order to preserve the civilization of onehalf of the territory of the United States. Those efforts are still to be continued and that problem will be an everpresent one to us for the next hundred years. and Southern men and Southern statesmen should direct their attention to its solution instead of aiding and assisting in the creation of others which will divert attention from the conditions existing there and which may weaken the efforts that have already been made to preserve our civilization. our character. and our honor. Then. too. we have in this dountry representatives from all nations. a heterogeneous population. men of different races. speaking different tongues. and it requires. so I have been told. in the Western States. where large numbers of European immigrants have settled. the second or third generation before they become thorough American citizens.
