Efforts in that direction have met with remarkable success in nearly all the Gulf States. ir. President. to revert to the discussion of the act of 1893. it will be observed that section 7 of that act gives the President power to suspend or prohibit for such period as he may deem expedient the introduction into the United States of persons or goods whenever in his opinion. notwithstanding quarantine. there is imminent danger of the conveying of infectious or contagious diseases into the country or from one State to another. He is authorized to stop all immigration. to stop all travel. to stop all transportation of goods in an emergency of that sort. That section is unrepealed and is a wise provision. Section 3 of the act of 1893. to which I have drawn attention. is entirely stricken out in the pending bill.
