Session #55 · 1897–99

Speech #550084276

The Japanese and Chinese that are brought over by contract for the purpose of working these plantations will go back to their own country when those islands become a part of the United States. They are there under contract. as you had laws passed by the Republican party just about the close of the war to allow a man to go over to Europe and contract with a man for his labor and reimburse himself the cost of bringing the contract laborers to this country. and that contract labor will cease when the United States flag floats over these islands. Only three years ago they were bringing 2.000 Japanese a month into that country. and it would not have taken more than twelve months for them to have obtained an overwhelming majority. and the control of these islands would have passed to the Japanese. Then. gentlemen. we would have had a people of 50.000.000. with a navy stronger than ours. resting within 2.000 miles of our seaboard.
