Ex officio commissioners. If they need an inspector of immigrants they can get him. that is. a man to do the work under them. The trouble is that at a great many ports not only have collectors no authority to enforce the law. to act as commissioners. but if there is an immigration inspector there he does not hold himself responsible to the collector. whereas the collector ought to be the head of the district. and ought to be able to control the immigration inspectors who happen to be in the district. That is another difficulty which has arisen. At a good many points there are inspectors. but the collector has no power in the premises.
