Session #55 · 1897–99

Speech #550049969

Mr. President. the pending bill is as mild a form of antagonism to immigration as nativism will permit. Its second section imposes an educational test of no very stringent character. so far as the test itself is concerned. But. sir. it is the beginning of a new departure. From the foundation of the Government we have invited. yea. solicited. the hardy. pushing. adventurous peoples of the Caucasian family to our free and hospitable shores. They responded to the call. They came. they saw. they conquered the wilderness and the waste places. they felled the forests. they developed the mines. they plowed the fields. they moved the spindles and the looms.
