Why this policy is and has been pursued I need not now stop to inquire. That it is so is well known. Many of the countries of the Old World from which we draw a large immigration not only furnish no educational facilities to the masses of their people. but they do not consider it wise or safe to do so. Is it not commendable in the victims of such a policy that they should seek to escape from the cruel conditions which have hitherto enthralled them? Is it not an earnest of their worth. of their striving after better things. of their capacity to be and to do better things. that they should endeavor to escape those conditions?
