My purpose was to make the bill the unfinished business after the immigration bill and the census bill were disposed of. But I made the request in the form I did for this reason: The immigration bill is to be voted upon on the 17th day of January. Probably in the meantime it will be but little considered. and there will be plenty of time before that date to dispose of this bill as well as the census bill. Therefore I ask to have the bill made the unfinished business. not to interfere with the consideration of those two measures.
