Why not begin at the right place? Why not exclude this class of laborers from the coal mines under the laws of the United States prohibiting the importation of contract labor? At Ellis Island and the other places where the laborers are landed. the laws are not enforced. You might as well take every inspector from Ellis Island and elsewhere.
