Mr. President. I am obliged to say that I am not in favor of a hundreddollar head tax as a means of restricting immigration. My point is a simple one. It has been made before in this Chamber. There have been differences of opinion on the subject. but the prevailing opinion I believe to be that which 1 express. that while it might be wise and proper to impose a head tax to keep out an improper immigraft. it is very unwise to take money out of the pockets of an immigrant who comes here. If we can have a head tax so high that no immigrant can come. in other words. if we can have a prohibitive tax upon immigrants. that is all very well. The direct method-
