The City of Paris and the City of Neio York were "naturalized." or permitted to register. under the act of Congress passed in 1892. They were permitted to register upon condition that the persons or company owning them should build in this country the like number of ships of equal tonnage and capacity. and that the two ships made should be a part of our naval auxiliary. I am asking this House to follow the precedents made in similar cases. where some scientific. charitable. or home interests were to be subserved.
