I was trying. however. to avoid any personal trouble in this matter by interfering between friends on so important a question as this. but I am so ardently in favor of the naturalization or domestication of foreignbuilt ships on fair and proper terms as the policy of the United States Government that this attracted my attention and my support. and I was quite surprised when the Senator from New Hampshire rose and. in reply to this remark. said:
