That was the first period of the war for independence. It terminated at that time. not as other civil wars generally have terminated. there was no Appomattox. there was no surrender of the Cuban revolutionary forces. there was no victory of the forces of the Spanish monarchy. There was first a truce of actual hostilities. and then a convention entered into by the military and civil leaders of the Republic of Cuba on the one side and the Spanish monarchy on the other. which met at the city of Zanjon and agreed mutually to articles of pacification. embracing among other things the abolition of slavery in the island. the prohibition of the importation of coolies and contract Asiatic labor. the perfect autonomy of Cuba under the Spanish Crown. the levying and coil ection of taxes through the Cuban legislature. and the control of the Cuban treasury by officers chosen by the Cuban people. Such. sir. was the basis of the pacification as set forth in the treaty of Zanjon. It was a mutual agreement including many other thingsthe deliverance of all parties held in prison either by the Cuban or Spanish authbrities. whether for civil or military causes. and. again. the release of all judgments and penalties in either Spanish or Cuban courts which had been declared on account of the issues involved in the civil war then pending.
