I will endeavor very briefly td explain the amendment. and then. acting upon the suggestion of the Senator from Iowa. I shall ask unanimous consent that the amendment may be adopted. It is made necessary by reason of the large immigration into the Territory of Alaska. brought about by the discovery of extensive gold fields in the interior of the Territory. The general laws and statutes governing the Territories do not as a rule include Alaska. It is true that Alaska has a general code of laws that was adopted in May. 1884. by the adoption of the laws of Oregon. which were applied to Alaska so far as they were not in conflict with any laws of the United States.
