A bill is now pending before the committee. which we expect to modify and report favorably. giving additional powers to the officers of the Treasury Department to enlarge the quarantine regulations and to cause additional inspection of vessels coming from foreign ports. The reason Dr. Wyman gives (whether it be well founded or not I am unable to say) is that there is danger of the Asiatic plague being brought into this country. that there is an increase in our Eastern commerce. and that quarantine regulations in Asia and India are very bad indeed. I suggest to the Senator from Tennessee that in the interest of humanity it would not be wise nor safe for us to touch the fund which has been industriously and carefully guarded by his colleague for so many years. I hope he will not insist upon his resolution. because I think it would be unquestionably bad legislation upon our part.
