He has declared before the world that he is an American citizen. and we can not escape our duty by saying this man may not be an American citizen. or by going to the extent the Senator from Massachusetts does and saying that he can not be an American citizen. that it is a fraud. because he must have been in Cuba ever since. Every intendment must be in his favor. He has a naturalization paper. He has the declaration of this Government that he is a citizen of the country. We have a statute that has been on our books for many years which declares that a naturalized citizen stands exactly equal in all respects as to the protection of his rights in foreign countries with an American citizen. Having this naturalization certificate. nobody. not even the State Department. has the right to inquire. They should first act. and inquire afterwards. When a controversy arises between the country with whom we are contending as to whether he is a citizen. it is time enough to contest it.
