President. the Committee on Foreign Relations did not think it was necessary to go behind the record of a court of record of the city of New York. I did not know it was customary to go behind the certificate of a court of record. I do not know who has power to do it. Certainly a consul of theUnited States has not the power to do it. It is the record of the superior court of the State of New York that that man was naturalized. It is a mere assumption and assertion that he was fraudulently naturalized. That is something which must be proved.
