This extension of the aias of organizations of labor is clearly due to the failure to establish. through a wide and careful study of coniditions existing in this country. general principles regarding the relation of labor to capital. based on facts ascertained by an examination of the entire field. and made acceptable to all classes because the facts are known to be true and the principles themselves the logical deductions therefrom. It can haidly be doubted that it would not be deemed necessary to adopt such resolutions as have been given if there were in existence a commission whose duty. in the language of the bill. shall be to "investigate questions pertaining to immigration. to labor. to agriculture. and to business. and recommend to Congress such legislation asit may deem best upon these subjects " to "furnish such iiiformation and suggest such laws as may be made a basis for uniform legislation by the various States of the Union in order to harmonize conflicting interests. and to he equitable to the laborer. the employer. the prducer and the consumes." to receive petitions and grant reasonable time for hsearings oii subjects pertaining to its duties. and.
