I appeal to every Democrat on this side of the Chamber not to be found voting for a measure which. instead of being nonpartisan. as the Senator from Massachusetts has suggested. is as partisan as was the measure to regulate the elections in the Statesa neasure which would have brought woe and desolation to half a continent. a measure which lies at the very root and foundation. not of our political rights alone. but of those rights which are Godgiven- and are inalienable. the right of life. of liberty. and the pursuit of happiness. The immigration bill seeks. under what is known as the Corliss amendmentthe fourth sectionto make a crime of the privilege of going and coming when and Where you please. in pursuance of that maxim of the civil law that you are permitted to use your own and to do as you please. so far as you interfere with no one else.
