In most cases men upon whom better fortunes shine under such conditions will be disposed to treat the debts of which they have obtained technical legal acquittance as debts of honor. and will be ready to pay them. an will ave the requisite means for that purpose at their command. Mr. President. if the present Congress expires without passing suitable bankruptcy legislation the people of this country will feel that when they have asked for bread we have given thema stone. I trust that neither Cuba. nor the Nicaragua Canal. nor the Hawaiian cable. nor this matter of regulating immigration. will stand in the way of this question of relief that is demanded by the people in the shape of bankruptcy legislation. Every mail and every day I get letters and telegrams on this subject. These bankruptcy bills were reported last March. if I remember aright.
