Mr. President. if the present Congress expires without passing suitable bankruptcy legislation the people of this country will feel that when they have asked for bread we have given thema stone. I trust that neither Cuba. nor the Nicaragua Canal. nor the Hawaiian cable. nor this matter of regulating immigration. will stand in the way of this question of relief that is demanded by the people in the shape of bankruptcy legislation. Every mail and every day I get letters and telegrams on this subject. These bankruptcy bills were reported last March. if I remember aright.
