I pass from the second section with the statement I have already made in this connection. and proceed to consider section 3. The language of the report of the committee of conference is to strike out section 3 and insert a new section. which is as follows: SEc. 3. That the provisions of the act of March 3. 1893. to facilitate the enforcement of the immigration and contractlabor laws. shall apply to the persons mentioned in section 1 of this act. This new section was never in the Senate bill and was never considered by the Senate. I pass from that view of the case with the simple suggestion that the committee of conference has reported that as a new section. although I do not know-
