Ill. In the neighborhood where I live we have always been anxious to have people conie in and make their homes among us. For years we maintained a bureau for the purpose of inducing immigrants to settle our prairies. The whole Western country would today be an uninhabited wilderness if we had not been able to persuade intelligent working people from many lands to make their homes there. For one I can not think that the time has. come to utterly abandon this policy and to send a hostile message to the industrious millions of the Old World who love. even afar off. the banner of the Republic.
