Rere is the conference report: All persons. etc.. who can read and write the English language or the language of their native or resident country. Now. why did they put that in instead of the Senate provision or the House provision? I have been trying to find out. There are twenty or thirty languages spoken in the Russian Empire. There are large numbers of people who are desirable immigrants who can not speak the language of that country. but who speak the German language. or. perhaps. other languages. Does that provision shut them out?
