I have no objection to that. so far as I am personally concerned. but I do not believe it is necessary. since I do not believe they will come here knowing in advance the terms of this law and their inability to comply with them. Another objection. Mr. Speaker. which has been urged to this conference report is that its language will exclude a certain class of people in the world who might make desirable immigrants. but I have failed to draw out from the gentleman from Missouriand he has adroitly avoided my question upon this pointthe fact that the particular form of language employed in this bill is necessary in order to exclude a much. greater class of people in the world who. while they may be able to read and write. are utterly incaable of becoming good American citizens. but who would be a urden rather than an advantage to our body politic if they were to be ingraf ted upon it.
